If you're business plan is complete, you can ask for a loan.
If you're business plan is not complete, you can't ask for a loan and you can't spend any money.
A major requirement of this assignment is money management. Contracts can be downloaded here, and business plans can be downloaded here if you forgot them at school.
I need to emphasize how important this is: This is not a normal project. DO NOT have your parents go and buy materials for you. I will ask where every single dollar went, and if you have overspent on your loan, or you cannot account for where everything you bought came from, your marks will suffer greatly.

Step 1: Complete the business plan.
Step 2: Ask for a loan.
Step 3: Go spend money.
YOU CANNOT BUY ANYTHING OR SPEND ANY MONEY UNTIL YOU HAVE RECEIVED YOUR LOAN.
